The new tech strategy promotes faster military innovation, drones, autonomy, and start-up participation. Critics, however, argue its focus on large AI foundation models may limit alternative approaches, hinder military flexibility, and strengthen China’s competitive position.

Learning Outcomes

  • Analyse the role of emerging technologies in modern warfare by evaluating how drones, autonomous systems, swarm intelligence, and AI are shaping future military capabilities and deterrence strategies.
  • Assess the impact of defence innovation policies and acquisition reforms by examining how government strategies can accelerate the adoption of new technologies and support defence technology start-ups.
  • Compare competing approaches to artificial intelligence development by evaluating the advantages, limitations, and strategic implications of foundation models, open-weight models, and open-source AI for military and national security applications.
