BLUF

The Convention aims to strengthen global cooperation against cybercrime. Critics, however, warn its broad definitions and jurisdiction provisions could enable authoritarian states to pursue dissidents abroad, expand surveillance, and undermine human rights protections.

Learning Outcomes

  • Describe the purpose of the United Nations Convention against Cybercrime (Hanoi Convention) and explain how it seeks to enhance international cooperation against cyber-enabled crime.
  • Analyse the potential implications of Articles 2 and 22 of the convention, including how broad definitions of “serious crime” and expanded jurisdiction could affect individuals beyond national borders.
  • Evaluate the balance between cybersecurity objectives and human rights protections, assessing the risks of treaty misuse by authoritarian states.
