Militaries worldwide are rapidly adopting artificial intelligence (AI), while international cooperation flounders. With the United States and China less engaged at a recent AI military summit, middle powers now face a strategic choice.

Learning Outcomes. 

  • Analyse the emerging gap between multilateral regulatory efforts (e.g., UN processes) and the rapid operational adoption of AI in contemporary conflicts.
  • Assess the potential role of middle powers in shaping norms, capacity-building initiatives, and “rules of the road” for responsible military AI use amid great-power disengagement.
