Since 2018 the U.S. Army has developed a new approach to selecting officers for battalion command positions.

In 2010 twenty per cent of U.S. Army soldiers claimed that they were serving under toxic leaders. However, the army was unable to change its promotion criteria as before 2018, the U.S. army was legally required to select officers for promotion based on 'seniority, speciality and performance'. In 2018 Congress passed the John McCain National Defense Authorization Act, which enabled the army to change its selection process. In 2018 the U.S. Army introduced the Battalion Commander Assessment Program (BCAP). Candidates were trained and tested in a number of areas such as, communication skills, creativity, and ethical leadership. An officer's individual preferences were also to be taken into account. This article notes that generational norms are changing, and that Millennials and Gen Z want more control over their careers.
