The author argues preparedness could be enhanced by formally linking national, regional and extended deterrence arrangements—giving both sides clearer responsibilities and stronger coordination before a crisis. Japan already uses guidelines to coordinate alliance activities.Learning Outcomes
- Strategic Influences: Develop an awareness of Australia’s strategic environment and how alliances can be used to shape that environment and support national objectives. This article examines how Defence Guidelines could connect Australia’s different deterrence arrangements and strengthen cooperation with the United States.
- Communication & Cognition: Develop an awareness of how clear communication and critical thinking contribute to informed decisions. The article highlights the importance of establishing responsibilities, authorities and coordination arrangements before a crisis rather than attempting to resolve them during one.
- Military Management: Develop an awareness of management approaches relevant to future capability and cooperation. The proposed guidelines would provide a structured framework for planning, capability development, exercises, logistics and crisis coordination.
