- Sparta depended on slaves (helots) who belonged to the city-state.
- Conquered communities resented the Spartans and regularly rebelled.
- Reluctantly the Spartans abandoned further expansion.
- The Spartans repositioned themselves as defenders of the Greek way of life and defenders of freedom.
