Advances in open-source intelligence, satellite imagery, genomic sequencing, and microbial forensics enhance the ability to detect clandestine bioweapons programs. Strengthened verification, combined with improved confidence-building measures, is essential to maintain treaty compliance and reduce escalation.

Learning Outcomes:

  • Analyse the limitations of the Biological Weapons Convention’s confidence-building measures and the challenges of verifying compliance.
  • Evaluate how emerging technologies can detect anomalous activity indicative of clandestine bioweapons development.
  • Assess the implications for Australian national security, including the ADF’s biosecurity posture and engagement with multilateral initiatives like the Australia Group.
